For both your property and the lot next to it will apply pre-emergent to prevent new grassy weeds. And will follow that up with a broadleaf weed treatment this will serve two purposes one to help clear out the broadleaf weeds but at the same time it will help water the pre-emergent into the soil..
On the label the pre-emergent does call for watering the product in with one inch of irrigation. It's okay to wait for rainfall as that's the time when the weeds will begin to germinate anyways. However it's also beneficial to water the product in within about 4 weeks for maximum effectiveness
