Displays of defiance at restaurants and mask-less rallies, for example, have spread across the country as COVID lockdowns are reimposed.&nbsp;<\/p>    <p>But the rule breaking isn\u2019t limited to the pandemic \u2014 2020 has seen an <a href=\"https:\/\/www.reuters.com\/article\/health-coronavirus-usa\/americans-defy-pandemic-political-leaders-to-travel-for-thanksgiving-idUSKBN2851R6\" target=\"_blank\" rel=\"noreferrer noopener\">uptick in crime<\/a>, too. And who could forget the <a href=\"https:\/\/www.poynter.org\/newsletters\/2020\/the-worst-presidential-debate-ever-what-went-wrong\/\" target=\"_blank\" rel=\"noreferrer noopener\">most uncooperative presidential debate in history<\/a>?&nbsp;<\/p>    <p>While defiance can be found anywhere and in anyone \u2014&nbsp;even our leaders \u2014 not all states break the rules in equal measure.&nbsp;<\/p>    <p>To find out who\u2019s the most defiant of them all, LawnStarter compared the 50 U.S. states and the District of Columbia across 31 indicators of rule-breaking behavior, from underage drinking class=\"wp-block-heading\" id=\"highlights\">Highlights and Lowlights<\/h2>    <h3 class=\"wp-block-heading\"><strong>The Last Frontier<\/strong><\/h3>    <p>Alaska sits at the top of our rankings, and for good reason. Often called America\u2019s last wilderness, Alaska is a vast, rugged landscape that draws the independently minded. With high scores across the board \u2014 especially in youth transgressions such as chronic school absence and bullying \u2014 Alaska is the No. 1 state for going your own way.<br><\/p>    <h3 class=\"wp-block-heading\"><strong>Calm Blue States<\/strong><\/h3>    <p>While the most defiant states are spread across the United States, almost all states at the bottom of our list are reliably blue. Places like Minnesota and New Jersey rank particularly low on violent transgressions such as hate crimes and unintentional shootings. School dropout rates and other youth transgressions are also at the bottom in these compliant states. There\u2019s no definitive answer as to why this is the case, but it could have to do with a sharp <a href=\"http:\/\/www.stat.columbia.edu\/~gelman\/research\/published\/rb_qjps.pdf\">economic divide between some red and blue states<\/a>.<br><\/p>    <h3 class=\"wp-block-heading\"><strong>Sin City (and state)<\/strong><\/h3>    <p>Nevada is a special case when it comes to defiance. While sitting in the middle of our rankings on youth and violent transgressions, it\u2019s in the non-violent categories where the Silver State really shines. Nevada has more prostitution arrests than any other state, more than twice that of the next state (Illinois). Nevada also ranks high on illegal gambling arrests and adult drug users. While not as high on our list as might be expected for the home of Sin City, defiant Nevadans appear to hold their own.<br><\/p>    <h3 class=\"wp-block-heading\"><strong>Unassuming Delaware<\/strong><\/h3>    <p id=\"experts\">Sometimes the most rebellious are the ones you least suspect: Delaware ranks surprisingly high in a few key categories. Delaware is far and above the No. 1 state for fraud and embezzlement arrests, possibly due to its unofficial status as a <a href=\"https:\/\/www.nytimes.com\/2012\/07\/01\/business\/how-delaware-thrives-as-a-corporate-tax-haven.html\" target=\"_blank\" rel=\"noreferrer noopener\">corporate tax haven<\/a>. Delaware also ranks as the No. 2 state for registered sex offenders. While it may be called \u201cThe First State,\u201d Delaware should be one of the last places to choose if you\u2019re a rule-abiding visitor.<\/p>   <div id=\"experts-block\" class=\"experts\">     <h2 class=\"text-2xl font-bold text-black mb-3\">Ask The Experts<\/h2>    <p><span style=\"font-weight: 400\">Defiance often creates change and uncertainty. What accounts for the rise and fall in rates of these violations this year?<\/b><\/p> <p><span style=\"font-weight: 400\">I do not know, and I think it will be some time before we know. I\u2019d caution against taking one year changes as necessarily indicative of any broader trend. We\u2019d want to account for the trends pre-pandemic. <\/span><\/p> <p><span style=\"font-weight: 400\">This is something I\u2019m interested in doing, but the way that this methodology works requires more length on the \u201ctail\u201d of the data \u2013 meaning, the definitive work on crime will not happen for another two to three years. <\/span><\/p> <p><span style=\"font-weight: 400\">Regarding these specific crimes, I suppose one could hypothesize that the pandemic has produced a sense of frustration among people, and that some forms of violence emerge from that. <\/span><\/p> <p><span style=\"font-weight: 400\">It would be important to know the context of these violent crimes (what percent happened in the residence, victim-offender relationships, and so forth). <\/span><\/p> <p><span style=\"font-weight: 400\">On the other end, other crimes might be on the decline due to a decrease in opportunity. What accounts for the rise and fall in rates of these violations this year?<\/b><\/p> <p><span style=\"font-weight: 400\">Some crimes are up, although I\u2019m hesitant to say that they have \u201cspiked.\u201d For some of these crimes, at least in certain cities, they are up but are still at a level that\u2019s similar to 2016.\u00a0 <\/span><\/p> <p><span style=\"font-weight: 400\">Without knowing the context of the homicides, aggravated assaults, and gun violence (e.g., what is the victim\/offender relationship), at least some of this increase is likely due to frustration over COVID and the restrictions. <\/span><\/p> <p><span style=\"font-weight: 400\">If some of this violence occurs in the home or among family, friends, and acquaintances, then emotions can run high and people can lash out on each other, particularly if they have been confined together.\u00a0<\/span><\/p> <p><span style=\"font-weight: 400\">As to why other crimes, such as rape, robberies, and property crimes have decreased, that is likely due to decreases in opportunity. More businesses are closed or their operations are restricted. More people are working from home. <\/span><\/p> <p><span style=\"font-weight: 400\">So, it is more difficult to burglarize a home if people are constantly there. And if the businesses are not open as much, then it\u2019s more difficult to rob the people working there. Muggings decrease because people are more often at home.<\/span><\/p> <p><b>What are the short- and long-term effects of increased law breaking on a state\u2019s economic stability?<\/b><\/p> <p><span style=\"font-weight: 400\">I\u2019m not aware of the research in this area, so I\u2019m reluctant to guess. At a neighborhood level, increased law breaking can damage the number of businesses operating in an area, however, which in turn reduces employment opportunities in that area.<\/span><\/p> <p><b>How can states best reduce crime and other types of violations, especially during the pandemic?<\/b><\/p> <p><span style=\"font-weight: 400\">First and foremost, states have to look at the evidence on what works in crime reduction and implement strategies based on that evidence. <\/span><\/p> <p><span style=\"font-weight: 400\">Crime reduction strategies vary. If you are talking about crime prevention, then strategies that appear to be the most effective include the following:<\/span><\/p> <ul> <li><span style=\"font-weight: 400\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400\">Early intervention programs with at-risk youths.<\/span><\/li> <li><span style=\"font-weight: 400\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400\">Community programs that build social cohesion in a neighborhood.<\/span><\/li> <li><span style=\"font-weight: 400\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400\">Situational programs that reduce opportunity for offending (such as improving lighting, neighborhood watches, etc.).<\/span><\/li> <li><span style=\"font-weight: 400\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400\">Hot-spots policing, problem-oriented policing, and focused deterrence (which focusses on gangs).<\/span><\/li> <li><span style=\"font-weight: 400\"> \u00a0 \u00a0 \u00a0 <\/span><span style=\"font-weight: 400\">Certain types of rehabilitation programs that focus on high-risk offenders and what led them to commit crimes.<\/span><\/li> <\/ul> <p><span style=\"font-weight: 400\">Second, as to increasing compliance with COVID-19 orders, it\u2019s tough to say right now (see my response below).<\/span><\/p> <p><b>What makes people more likely than others to defy COVID-19 rules?<\/b><\/p> <p><span style=\"font-weight: 400\">There\u2019s some research in this area, although some may not have gone through the peer-review process.\u00a0 Overall, it appears that there is no consistency in reasons to comply or not.\u00a0 <\/span><\/p> <p><span style=\"font-weight: 400\">Some research has found that the following may be related to compliance: political orientation (liberals more likely to comply), feeling a moral obligation to obey, fear of the novel coronavirus, social norms (i.e., if others in an area to comply, there can be more \u201cpressure\u201d toward compliance), which media sources are viewed or seen as trustworthy, and income levels (higher income people more able to work from home).\u00a0 <\/span><\/p> <p><span style=\"font-weight: 400\">At the same time, other research has found that these factors are not related to compliance.\u00a0 <\/span><\/p> <p><span style=\"font-weight: 400\">So, it\u2019s too soon to tell.<\/span><\/p> <p><b>Are there certain times of the year when rule breaking generally spikes? If so, when and why those times of year?<\/b><\/p> <p><span style=\"font-weight: 400\">Crimes tend to increase during warmer months, such as late spring and summer. The biggest reason for this is opportunity; people are more often away from home, at parties, festivals, etc.<\/span><\/p>             <\/div>            <\/div>          <\/div>              <\/div> <\/div>   <h2 class=\"wp-block-heading\" id=\"methodology\">Methodology<\/h2>    <p>We ranked the states and the District in descending order based on their individual score totals. href=\"https:\/\/www.chicagotribune.com\/coronavirus\/ct-nw-idaho-anti-mask-protests-20201209-pp26v6m7frdxngf62ouiakcvxm-story.html\" target=\"_blank\" rel=\"noreferrer noopener\">armed resistance in Idaho<\/a> to protests in <a href=\"https:\/\/fox59.com\/news\/group-protests-governor-holcombs-mask-mandate\/\" target=\"_blank\" rel=\"noreferrer noopener\">Indiana<\/a> and <a href=\"https:\/\/www.nbcnews.com\/video\/protesters-gather-outside-utah-governor-s-home-after-emergency-mask-mandate-95646789513\" target=\"_blank\" rel=\"noreferrer noopener\">Utah<\/a>.<\/p>    <p>For its entire history, the United States has struggled to balance power and authority between federal, state and local entities. This conflict is exacerbated by the coronavirus, with an increase in <a href=\"https:\/\/www.washingtonpost.com\/health\/mask-wearing-coronavirus-hot-spots\/2020\/10\/27\/71001546-1883-11eb-82db-60b15c874105_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">defying health authorities<\/a> and even <a href=\"https:\/\/www.safewise.com\/blog\/covid-19-crimes\/\" target=\"_blank\" rel=\"noreferrer noopener\">violent crime<\/a>. But our rebellious ways began long before the 2020 pandemic.<\/p>    <p>Since 1776, our country has <a href=\"https:\/\/www.vice.com\/en\/article\/mvka3n\/oregon-occupation-brief-history-americans-revolting-against-their-government\" target=\"_blank\" rel=\"noreferrer noopener\">always carried a fierce independent streak<\/a>. There\u2019s a clear, obstinate thread connecting the Revolutionary War to all the conflicts surrounding pandemic restrictions and this year\u2019s <a href=\"https:\/\/www.wsj.com\/articles\/cities-were-filled-with-mass-protests-in-the-summer-of-2020-they-are-different-now-11600171200\" target=\"_blank\" rel=\"noreferrer noopener\">summer of protest<\/a>.<\/p>    <p>But 2020 is nearly behind us.
