We considered each state\u2019s most recent food waste data by sector from ReFED (a national food waste nonprofit) \u2014 specifically, residential, farm, foodservice, retail, and manufacturing. I\u2019ve been keeping an eye on the options available in San Antonio over the past few years. The 4 with organics recycling laws \u2014 <strong>Connecticut<\/strong> (No. 1), <strong>Rhode Island<\/strong> (No. 2), <strong>Massachusetts<\/strong> (No. 3), and <strong>Vermont<\/strong> (No. 4) \u2014 each showed <strong>foodservice waste improvements of -9% <\/strong>or more between 2023 and 2024.<\/p>    <p>Food waste policies in Connecticut, Rhode Island, and Massachusetts <strong>target only businesses<\/strong>, while those in Vermont and <strong>California<\/strong> (No. 49) apply to both <strong>residents and commercial generators<\/strong>. Connecticut gets an edge over its New England neighbors due to its combination of a <strong>food sharing program<\/strong>, <strong>strong composting access<\/strong>, and the <strong>best anaerobic digestion density<\/strong> among New England states.<\/p>    <p>What separates New England from the rest of the country is that these states didn&#8217;t just pass laws \u2014 they built the infrastructure to make those laws work.<\/p>    <h3 class=\"wp-block-heading\">Big States, Big Waste<\/h3>    <p>It\u2019s no surprise that our most populous states, <strong>California<\/strong> (No. 49), <strong>Texas<\/strong> (No. 50), and <strong>Florida<\/strong> (No. 48), generate the <strong>highest amounts of food waste<\/strong>.&nbsp;<\/p>    <p>California generates nearly <strong>6.7 million tons<\/strong> of farm waste \u2014 more than <strong>21X the national average<\/strong> across states with farm sector data. California also <strong>discards the highest volume of food<\/strong> in <strong>retail<\/strong> and <strong>manufacturing<\/strong>.<\/p>    <p>Implementation of SB 1383 \u2014 the state\u2019s organic waste reduction strategy \u2014 is still rolling out across the state. The trajectory is pointing upward \u2014 California&#8217;s year-over-year numbers are among the most improved in the country. It posted the <strong>4th-largest recycling improvement<\/strong> nationally, climbing by <strong>+5.21%<\/strong> to a rate of <strong>21.02%<\/strong> in 2024.&nbsp;<\/p>    <p>The Golden State is a leader in <strong>waste reduction infrastructure<\/strong>, with great <strong>access<\/strong> to <strong>composting facilities<\/strong>, <strong>anaerobic digestion facilities<\/strong>, and the <strong>highest number <\/strong>of<strong> food waste solution providers<\/strong>.<\/p>    <p><strong>Texas<\/strong> (No. 50) is home to 30 million residents and boasts one of the largest hospitality economies in the country, but has <strong>no food waste disposal ban<\/strong>. The Lone Star State generates enormous volumes of food waste without the policy infrastructure or diversion capacity to offset them. On the bright side, Texans <strong>reduced household waste<\/strong> by <strong>-3.79%<\/strong> from 2023 to 2024.&nbsp;<\/p>    <h3 class=\"wp-block-heading\">Farm Recycling But No Policy<\/h3>    <p><strong>North Dakota<\/strong> (No. 8) is the most counterintuitive result in the ranking, with <strong>no disposal ban<\/strong>, <strong>no statewide food sharing program<\/strong>, and <strong>minimal composting infrastructure<\/strong>. Yet it <strong>leads in food recycling<\/strong>, with <strong>61.12%<\/strong> of its food surplus being recycled. Livestock feed diversions and composting account for this performance, and the state&#8217;s farming-intensive economy generates and diverts enormous volumes through these agricultural channels.&nbsp;<\/p>    <p><strong>Louisiana<\/strong> (No. 18) holds the <strong>2nd-best food recycling rate<\/strong> at <strong>60.71%<\/strong>. Like North Dakota, this performance is driven by agricultural-scale diversion: Louisiana&#8217;s sugarcane, rice, and livestock industries systematically redirect enormous volumes of organic byproducts to animal feed and other uses.<\/p>    <p>North Dakota and Louisiana both demonstrate that food recycling can happen at scale without any policy framework, though this is a structural advantage tied to agriculture.<\/p>    <h3 class=\"wp-block-heading\">Mid Atlantic Meals<\/h3>    <p><strong>Maryland<\/strong> (No. 5) <strong>reduced household food waste<\/strong> at a <strong>faster rate<\/strong> than any other state \u2014 down by <strong>-6.87%<\/strong>, to <strong>262,435 tons<\/strong> between 2023 and 2024. It also improved its <strong>food recycling rate<\/strong> by <strong>+5.75%<\/strong> to a rate of <strong>38.06%<\/strong> in 2024, the <strong>2nd-largest gain<\/strong> nationally.&nbsp;<\/p>    <p><strong>New Jersey<\/strong> (No. 6) showed the <strong>3rd-largest recycling improvement<\/strong> in the country, climbing <strong>+5.4%<\/strong> to a rate of <strong>39.71%<\/strong> between 2023 and 2024, and has the <strong>highest anaerobic digestion facility density<\/strong> in the dataset.&nbsp;<\/p>    <h3 class=\"wp-block-heading\">Natural Disasters Impacting Food Waste<\/h3>    <p><strong>South Carolina<\/strong> (No. 42) recorded the <strong>highest year-over-year increase in farm waste<\/strong> of any state in the country \u2014 a <strong>41%+<\/strong> jump in <strong>farm waste tonnage<\/strong> and a <strong>103.9%+<\/strong> surge in the <strong>value of farm surplus generated<\/strong>.<\/p>    <p>The driver: the 2024 hurricane season. <a href=\"https:\/\/www.weather.gov\/ilm\/TropicalStormDebby2024\" target=\"_blank\" rel=\"noreferrer noopener\">Tropical Storm Debby<\/a> and <a href=\"https:\/\/www.scemd.org\/news\/sc-continues-to-recover-one-year-after-hurricane-helene\/#:~:text=Helene%20began%20impacting%20South%20Carolina,nearly%205%2C000%20homes%20were%20damaged.\" target=\"_blank\" rel=\"noreferrer noopener\">Hurricane Helene<\/a> both struck the Carolinas in 2024, causing severe crop damage across the state&#8217;s agricultural sector. Crops that couldn&#8217;t be harvested or sold were recorded as farm waste.&nbsp;<\/p>    <p>However, that\u2019s not the only element pushing South Carolina down in our ranking. The state&#8217;s <strong>food recycling rate actually declined<\/strong> from 2023 to 2024, dropping -1.15% to a rate of <strong>29.03%<\/strong>. Retail food waste increased by <strong>+4.17% <\/strong>year-over-year, and residential waste improved by only <strong>-2.59% <\/strong>from 2023 to 2024 \u2014 the smallest household waste reduction in the country.<\/p>    <h3 class=\"wp-block-heading\">Other Notable Data<\/h3>    <ul class=\"wp-block-list\"> <li><strong>Wisconsin<\/strong> (No. 19) claims the <strong>highest food manufacturing surplus value<\/strong> at <strong>$5.41 billion<\/strong> \u2014 driven largely by its dairy industry, which produces <a href=\"https:\/\/www.nass.usda.gov\/Statistics_by_State\/Wisconsin\/Publications\/Dairy\/2025\/WI-SpecialtyCheese-05-25.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">25% of all cheese<\/a> in the U.S.<\/li> <\/ul>    <ul class=\"wp-block-list\"> <li><strong>Hawaii <\/strong>(No. 12) ranks 1st in the country for <strong>least household food waste<\/strong> \u2014 residents discard just <strong>62.19%<\/strong> of their food, the lowest rate nationally \u2014 likely driven by the state&#8217;s high food costs from importing an <a href=\"https:\/\/hilo.hawaii.edu\/news\/kekalahea\/spring-2023\/april\/food-sovereignty-in-hawaii\" target=\"_blank\" rel=\"noreferrer noopener\">estimated 85-90% of its groceries<\/a>. By that, I mean that if you know you are someone who will want to get take-out two nights a week after work, plan for that rather than telling yourself that you\u2019ll cook 5 nights per week. Or, if you have activities or events that will prevent you from cooking at home, plan accordingly.<\/li> <\/ol> <ol start=\"2\"> <li>Shop your kitchen before you go grocery shopping. You may have ingredients in your pantry already available that you don\u2019t need to purchase. In the United States, the extent of food waste is greatest at the end of the supply chain \u2014 at the consumers\u2019 tables, in their fridges, cupboards, and trash.<\/p> <p><strong>What are the pros and cons of using a garbage disposal for food waste compared to composting or trashing it?<\/strong><\/p> <p><strong>PROS<\/strong><\/p> <ol> <li>Garbage disposal prevents the build-up of micro-organisms that would otherwise exist in our immediate environment when wasted food is trashed or composted. Since there are reduced microorganisms, the spread of contaminants is also reduced. These ensure a healthy environment. Also, garbage disposal reduces the foul smell experienced when unwanted food is otherwise trashed. The possible positive impacts of garbage disposal also extend to the prevention of an eyesore that would have been experienced, especially when trashed food begins to decay.<\/li> <li>Furthermore, garbage disposal allows for centralized and more organized processing of food waste. Waste disposed of through this means reduces the negative effect associated with the inexperienced handling of wasted food that would have occurred through trashing or composting. Instead, wasted food is channeled to a centralized sewage system where it can be collectively managed either by conversion to biogas or used as fertilizers.<\/li> <\/ol> <p><strong>CONS<\/strong><\/p> <ol> <li>One of the consequences of using garbage disposal as a means of reducing food waste is that it is more costly to install and operate locally when compared to composting and trashing.<\/li> <\/ol> <p><strong>What are the most misunderstood food date labels (e.g., &#8220;Sell By,&#8221; &#8220;Best By,&#8221; &#8220;Use By&#8221;), and what simple guidelines should consumers follow to reduce perfectly good food from being wasted?<\/strong><\/p> <p>Date labels that are put on food packaging, like &#8220;sell by,&#8221; &#8220;best by,&#8221; and &#8220;use by,&#8221; have been in existence for about a century in the United States. A growing body of research suggests that the different perceptions of food date labels by consumers may lead to food waste. The decision of most consumers regarding the timing to discard labeled packaged food materials is mostly based on the perception of food quality and food safety.<\/p> <p>In the United States, rules about date labels differ by state, but are generally unregulated. There is an exception for infant formula, which is regulated under the 1980 Infant Formula Act. Otherwise, the U.S. Food and Drug Administration (FDA) does not require food products to display specific open (visible) date labels.<\/p> <p>However, some poultry, meat, and egg products under USDA jurisdiction necessitate date documentation, but phrases including \u201csell by\u201d and \u201cuse before\u201d can be used interchangeably. The USDA does not set out strict guidelines for terminology commonly used on food products.<\/p> <p>The use of the following date label phrases have been summarized as such:<\/p> <ul> <li>\u201cSell by\u201d conveys to the retailer the last date the product can be displayed for sale. Elements like how much to buy, when to buy, and what do I have currently in stock most times determine how much of food goes to waste. There has to be some form of monitoring of these elements before going grocery shopping in order to prevent wasting food. Some tips that could help reduce food waste in our houses are as follows:<\/p> <ol> <li>Check what you already have at home while planning for meals, especially before going grocery shopping. The core of this tip is borrowed from inventory management in supply chain, where managers of inventory must determine when and how much to buy to prevent overstocking or understocking. In this instance, most inventory managers use the FIFO (First In First Out) or LIFO (Last In First Out) style of managing inventory.Without getting too technical, it is important to check the food materials in our houses, and ensure we use or consume those that are near expiration first. And in instances where there are no expiration dates on the packages of food materials, we should use up or consume the oldest purchased food available in our pantry. Having stated this, it is important to find a way to be aware of the batches of food supply as we get them.<\/li> <\/ol> <ol start=\"2\"> <li>In purchasing perishable food when the need arises, it is advisable to purchase food materials we need for the next few days (say about 1-5 days), depending on the perishability of the food. Don&#8217;t buy big bulk items, unless you realize that you&#8217;ll have to separate them and freeze or store them so they stay fresh.<\/p> <p>There is an excess of people who will buy a big container of salad. And then they go home, and their friends call, \u201cHey, we&#8217;re going to have dinner,\u201d and they go to dinner. Then 2\u20133 days later, there&#8217;s that salad, and it&#8217;s not as fresh-looking, and they&#8217;re like, \u201cblech.\u201d<\/p> <p>So just be conscious of what you consume and try to buy as fresh and as local as you can. Support farmers markets and just be aware of how things are stored and maintain proper temperatures. So don&#8217;t buy your groceries and leave them in the hot car while you go shopping in other stores.<\/p> <p><strong>What are the keys to effective long-term freezer storage to prevent freezer burn (packaging, temperature, etc.), and what foods are commonly frozen incorrectly?<\/strong><\/p> <p>Invest in a vacuum sealer. Get the air out of those packages so that you&#8217;re not going to trap extra air in there that could cause it to freezer burn faster. Then, date the packages as you put them in there, so that you know how to keep an eye on rotating your inventory.<\/p> <p>When we grew up, we would raise cattle, and once a year, we would butcher a calf. And my mom would have a huge freezer that we would use. She would keep the hamburger in one section, the roasts in another, and the steaks in another, but everything was dated. So we knew what needed to be cooked. Back then, there weren&#8217;t as many restaurants where we grew up, either.<\/p> <p><strong>What are the most misunderstood food date labels (e.g., &#8220;Sell By,&#8221; &#8220;Best By,&#8221; &#8220;Use By&#8221;), and what simple guidelines should consumers follow to reduce perfectly good food from being wasted?<\/strong><\/p> <p>There is a big difference between a \u201csell by\u201d date, a \u201cbest by\u201d date, and a \u201cuse by\u201d date. A sell by date is a date that the manufacturer wants the product sold by, and they usually date that about a week prior to the actual expiration date. And the thinking on that is that they&#8217;re trying to get people to buy more.<\/p> <p>A best by date is also set by a manufacturer. That&#8217;s when it&#8217;s at its peak quality and best taste. Not saying that, you know, 3 days later it isn\u2019t still edible. But it&#8217;s best by.<\/p> <p>Then there&#8217;s the use by date, and that is also applied by the manufacturer, but after that date, you start running into quality issues, so what I do like to see instead is a use or freeze by date. That way, you know, either you&#8217;re using it while it\u2019s fresh, or freeze it before that date, and that maintains your freshness longer.<\/p> <p><strong>What often-wasted ingredients (like herb stems, broccoli stalks, or wilting greens) can be easily transformed into something edible (and tasty)?<\/strong><\/p> <p>Take the wilting produce and make it into a casserole. On Monday mornings, I do a lot of the cooking for the homeless. A meatloaf is what we made yesterday, and I had diced peppers, and stovetop stuffing mix. We use the breadcrumbs and the seasoning in it. We had diced onions, I had some carrots that had been shaved, just little slivers of carrots, and put that in there with them, the eggs, and made 180 meals that they really liked.<\/p> <p>This can help with sneaking more vegetables in. Kids can be really picky eaters. But if you can incorporate a variety early on, it&#8217;s much easier for them to be experimental with their food. So, I&#8217;ve got a Vitamix, and I&#8217;ll use blueberries, bananas, some carrots, and make smoothies with it.<\/p> <p>I make a lot of casseroles. Last night for dinner, I did a chicken stir fry with some diced chicken, some frozen vegetables, some soy sauce and some sweet and sour sauce, and had a handful of cashews on it. And it was really good. So, yeah, I would say be experimental with your recipes and be mindful of what you are looking for when you\u2019re at the grocery store.<\/p> <p><strong>How did you get involved in food rescue and food waste solutions?\u00a0<\/strong><\/p> <p>Growing up, I was one of five kids, and we lived 28 miles from town. We raised cattle, chickens, and hogs, and we grew our own food in a huge garden, so wasting it was a big no-no. Food waste has always been something that I just really couldn&#8217;t stand.<\/p> <p>About 10 years ago, I moved to Dallas and got involved with a church program at Cathedral of Hope, helping to feed the homeless. On Saturdays, they serve breakfast, and on Mondays, they&#8217;ll serve lunch. So then we started a program that would serve an afternoon meal on Tuesdays, but we would take it to the street. A friend at Costco told me they donate food through the Feeding America network. They gave us one day a week to show up at this Costco, and the agreement is, we had to take everything they offer us \u2014 so we had bicycles, mattresses, lawnmowers, and barbecue grills. We can&#8217;t sell them, but we can donate them. So we started picking up from them one day a week, and it really helped our program. Because we were so responsive, they gave us more days and more locations.<\/p> <p>A friend let me borrow his refrigeration space in his walk-in cooler in his catering business. Then, another friend of mine worked at Oracle and saw what we were trying to do, and he said, I think I can make this easier for you, so he developed an app: <a href=\"https:\/\/eetzrescue.com\/\" target=\"_blank\" rel=\"noopener\">EETZ Rescue<\/a>. It&#8217;s a free app \u2014 anybody can download it. I take a picture of what I picked up, post the weight, and give it away \u2014 so we don&#8217;t need as much cold storage because the food moves faster.<\/p> <p>They gave us an additional location, and they&#8217;ve given us additional days. So now our program runs 7 days a week. I&#8217;ve got a little over 50 volunteers. <span style=\"font-weight: 400\">And we rescue food from 4 Costcos, 3 Trader Joe&#8217;s, and Sam&#8217;s. Last year, in 2025, we rescued 1.6 million pounds of food.<\/span><\/p> <p>We started documenting how much food we picked up in 2019. That year, we rescued 100,000 pounds of food in our private vehicles. We got excited about being able to do it. It was saving our church money, and then when we got more food the next year, I started devoting more time to it, and we rescued 200,000 pounds of food. Then we got a cargo van donated, and that&#8217;s when I quit my job and started doing this full-time. We rescued 400,000 pounds the next year because I devoted more time to it, then we did 800,000 pounds, then we did 1.3 million in 2024, and last year we did 1.6 million. We share with 35 smaller food banks and nonprofits across three counties up here around the Dallas-Fort Worth area.<\/p> <p><strong>What advice would you give someone looking to start a food recovery organization in their neighborhood?<\/strong><\/p> <p>Be open to networking. Go to events, and just visit with people. With our app, anybody can download it, but anybody can also post to it. So some restaurants will have a meal at the end of the day, and they&#8217;ll post it on there. People who have a family reunion and have leftover food can give it away that way. It&#8217;s a really great thing to do, that&#8217;s how I&#8217;ve gotten a lot of the non-profits. People will tell them what I do, and they&#8217;ll say, hey, I know so and so, and they need food.<\/p> <p>The latest groups I&#8217;m dealing with now is in an unincorporated town around Dallas, where they don&#8217;t have running water. And don&#8217;t go to the grocery store hungry.<\/li> <li>Think about what food items can be repurposed for multiple meals. For example, if you get a rotisserie chicken, think about what meals you can make (e.g., tacos, dip) to use up all of that food.<\/li> <\/ol> <p><strong>What often-wasted ingredients (like herb stems, broccoli stalks, or wilting greens) can be easily transformed into something edible (and tasty)?<\/strong><\/p> <p>Here are a <a href=\"https:\/\/savethefood.com\/recipes\/\" target=\"_blank\" rel=\"noopener\">bunch of recipes<\/a> for how to use often-wasted food items, and here are a <a href=\"https:\/\/savethefood.com\/storage\" target=\"_blank\" rel=\"noopener\">bunch of tips<\/a> on how to properly store a range of food items.<\/p>             <\/div>            <\/div>          <\/div>              <\/div> <\/div>   <h2 class=\"wp-block-heading\" id=\"methodology\">Methodology: How We Ranked the States<\/h2>    <p>To rank the States That Waste the Least Food, we compared all 50 states across 37 metrics.<\/p>    <p>Our metrics were organized into 4 main categories:<\/p>    <ul class=\"wp-block-list\"> <li><strong>Least Commercial &amp; Industrial Food Waste <\/strong>(~59%): We considered the total amount of food discarded, value of surplus food generated, percentage of food discarded, and year-over-year changes for manufacturing, foodservice, and retail sectors. For the farm sector, we considered the total amount of food discarded, the value of surplus food generated, and year-over-year changes.<\/li>    <li><strong>Least Household Food Waste<\/strong> (~17%): We looked at the total amount of food discarded, percentage of food discarded, value of food discarded, and year-over-year changes for the residential sector.&nbsp;<\/li>    <li><strong>Most Food Recycled <\/strong>(~13%): We examined the total amount of food and the percentage of food recycled through composting, anaerobic digestion, and animal feed, in addition to year-over-year changes.<\/li>    <li><strong>Most Food Waste Reduction Efforts <\/strong>(~11%): We factored in the presence of food waste disposal bans, food sharing programs, access to composting facilities and anaerobic digestion facilities per 1,000 sq. mi., and the number of food waste solution providers.&nbsp;<\/li> <\/ul>    <p>Finally, we calculated scores (out of 100 points) for each state to determine its rank in each factor, each category, and overall. A state\u2019s Overall Score is the average of its scores across all factors and categories.
